2009 EASTERN IDAHO PAINT HORSE CLUB RULES
TO BE ELIGIBLE FOR YEAR-END AWARDS:

The exhibitors and owners must be current members of E.I.P.H.C. This means if you are a youth showing a horse that is owned by your parents, you must purchase a family membership. The horse and/or exhibitor must participate in 1- E.I.P.H.C. sponsored open all-breed show and 2- E.I.P.H.C.sponsored registered point shows, under two different judges, on two different dates. Points do not start to accumulate until you have paid for the current year’s membership, and your horses' papers have been submitted.

NO PAPERS, NO POINTS! You must also accumulate at least 6 POINTS in any one class to be eligible to receive a year-end award for that class. If you are showing weanlings, your breeder’s certificate or regular registry papers must be in hand before any points will count and the “regular registry papers” must be in hand by September 1st of the show year to be given an award for your weanling.
You must show in one E.I.P.H.C. sponsored open show in your respective class if you are trying for an award in that class. For example, if you are winning a year-end award in junior trail, you must show in the junior trail class in one E.I.P.H.C. sponsored open show.

High point paint year-end awards will be given to the Youth Walk/Trot 11 & Under, Youth 13 & Under, Youth 14 to 18, Novice Amateur, Amateur, All-Around Junior Horse and All-Around Senior Horse (exclusive of Youth, Novice Amateur and Amateur). For youth, amateur, junior and senior high point awards, the horse must be shown in its respective halter class (i.e., open, youth or amateur) and three riding classes to qualify for any high point award. You must also show in one E.I.P.H.C. sponsored open show in your horses' respective halter class (i.e., open, youth or amateur) and three riding classes to qualify for any high point award. If youth and amateur halter classes are not offered, then the horse must be shown in its respective open halter class. We will follow rules from the APHA handbook regarding ownership of youth and amateur horses, to be eligible to receive year-end awards.

To qualify for novice amateur high point, the horse must be shown in novice amateur showmanship and three novice amateur performance classes. Novice amateur classes are available at APHA pointed shows and EIPHC open shows. Again, you must show in one E.I.P.H.C. sponsored open show in novice amateur showmanship and three novice amateur performance classes in order to qualify for novice amateur high point. Only the results at E.I.P.H.C. approved shows will count towards the high point award. We will follow rules from the APHA handbook regarding ownership of novice horses to be eligible to receive year-end awards.

Due to lack of participation, EIPHC will no longer give non-paint year end awards.

Exhibitors can accumulate points in each division, for HIGH POINT year-end awards, such as youth, open, novice amateur or amateur.

Youth: All classes identified as “youth” will count towards the “Walk-Trot,” “13 & Under” or “14 to 18” youth high point year-end award, depending on the age of the competitor.

Novice Amateur: Classes designated as “novice amateur” will count towards the novice amateur high point year-end award.

Amateur: Classes designated as “amateur” will count towards the amateur high point year-end award.

Open: Halter classes (except youth, novice amateur and amateur classes) and two year old, three year old, junior and senior performance classes will count towards the open high point year-end award.

Points for year-end class awards (such as showmanship and western pleasure) will accumulate for classes that the horse enters and places in. Year-end class awards will be offered in the following classes:

Mares: weanling, yearling, two-year old, three-year old, aged, youth, amateur junior, amateur senior and solid paint breeding stock.

Geldings: weanling, yearling, two-year old, three-year old, aged, solid paint breeding stock, youth, amateur junior and amateur senior.

Stallions: weanling, yearling, two-year old, three-year old, aged, solid paint breeding stock, amateur junior and amateur senior.

Overo and Tobiano color classes ( New Rule 2008 No Weanlings)

Yearling Longe Line and Yearling In-Hand Trail

Walk-Trot: Walk/Trot Showmanship, Walk/Trot Pleasure, Walk Trot Hunter Under Saddle, Walk Trot English Equitation, Walk/Trot Horsemanship, Walk/Trot Trail ages 11 & under and Lead Line

Beginners Walk/Trot 12 and over (Open to Anyone)

Showmanship: Walk/Trot, youth 13 & under, youth 14 to 18, novice amateur and amateur.

Reining: Junior, senior, youth 18 & under, novice amateur, solid paint breeding stock, and amateur.

Barrel Racing: All ages

Pole Bending: All ages

Hunter Under Saddle: Two-year old, Three Year Old, junior, senior, walk trot 11 and Under, youth 13 & under, youth 14 to 18, novice amateur, solid paint breeding stock and amateur.

Hunt Seat Equitation: Walk Trot 11 and Under, Youth 13 & under, youth 14 to 18, novice amateur and amateur.

Hunter Hack: All ages

Western Pleasure: 2-year old, 3 Year Old, junior, senior, Walk/Trot 11 and Under, Walk Trot 12 and over , youth 13 & under, youth 14- 18, novice amateur, solid paint breeding stock and amateur.

Western Horsemanship: Walk/Trot, youth 13 & under, youth 14 to 18, novice amateur and amateur.

Trail: Junior, senior, Walk/Trot, youth 13 & under, youth 14 to 18, novice amateur, solid paint breeding stock and amateur.

Western Riding: Junior, senior, youth 13 & under, youth 14 to 18, novice amateur and amateur.

High Point Awards are selected by an Awards Committee, a committee appointed by the Board of Directors. The Awards Committee are subject to the board of directors as well as a “budget”. A budget which is approved by the Board of Directors and dictated by the economy of the club following that particular year’s show season.

APHA SHOW RULES: Show registration forms and registration papers must be filled out completely and correctly and presented to the show secretary at each show.

EIPHC Club Rules: Horse registration papers must be submitted EACH YEAR. Copies of registration papers should be sent to:

WHEN YOUR PAPERS ARE RECEIVED, JOE BUSH (THE EIPHC CLUB POINTS KEEPER) WILL SEND A RECEIPT TO YOU, STATING THAT HE IS IN RECEIPT OF A COPY OF YOUR HORSES REGISTRATION PAPERS. IT IS THE OWNER'S RESPONSIBILITY TO CHECK WITH JOE BUSH @(307) 413-4848 (THE EIPHC CLUB POINTS KEEPER) TO MAKE SURE THAT HE HAS INDEED RECEIVED YOUR HORSE PAPERS AND HAS THEM ON FILE!! If we have not received your papers, you will not accumulate points. Points ONLY accumulate after the papers have been received! THIS INCLUDES APPROPRIATE PAPERWORK FOR WEANLINGS.

NOTE TO THE MEMBERSHIP!!!!!!!!!!!!!!!!!!

The Horse Show Secretary (The Person Receiving your entries for the horse shows), is NOT involved in the accumulation of points for the Eastern Idaho Paint Horse Club Year End Awards. Turning your horse papers into the SHOW SECRETARY means “NOTHING” to the Year End Awards Committee. The ONLY way to qualify for year end awards is to follow the rules posted above.

E.I.P.H.C. approved point system will be used to determine and points earned for first through sixth place, at all E.I.P.H.C. sponsored shows:

Points will be awarded according to the chart, depending on the number of horses in the class and judge’s placing. No more than 6 points will be given for first place.

The grand champion in the halter class receives 2 (two) points and the reserve champion 1 (one) point.

At the E.I.P.H.C. “open” all breed approved shows, walk/trot and lead line will be $4.00, youth classes will be $5.00 and open or amateur classes will be $7.00. ALL OPEN, AMATEUR, NOVICE AMATEUR AND YOUTH CLASSES WILL BE CHARGED A ONE-TIME OFFICE FEE OF $7.00 PER HORSE. Walk/Trot & Lead Line - $4.00 per class with NO office fee.

At the E.I.P.H.C. pointed shows (APHA approved) youth classes will be $8.00 and novice amateur, amateur and open classes will be $12.00 per horse, per judge, plus APHA fees. Exhibitors are required to be paid members of The Eastern Idaho Paint Horse Club prior to exhibiting.

Day Fee for Novice Amateur, Amateur and Open: First Division: $100; Second Division: $50.00; Third Division: FREE!
Day Fee for Youth: Youth Division: $85; Open Division: $30
Includes both judges for a 2 Judge Show- All Day Fees must be One Horse/One Rider Combination.

A one time office fee of $7.00 Per horse will be charged for all open, Youth, Novice Amateur and Amateur. No office charge for Lead Line and Walk Trot Classes.

$2.00 Per Horse Per Judge, APHA Fee WILL BE CHARGED FOR BREEDING STOCK CLASSES and the $7.00 office fee will be charged.

SHOW ENTRIES

SHOW ENTRIES FOR ALL E.I.P.H.C. Point and Open show are accepted by the show secretary until 8:00 a.m. the day prior to the show. All Entries must be in written form….Fax, Email or Postal. The Class Schedule reflects the applicable numbers and addresses. A $10.00 late fee will be added for those who register after 8 A.M. on the day prior to the show AND a $25.00 late fee the day of the show . The entry fees must be paid prior to showing, or a blank, signed check must be left with the show secretary prior to competing. Late Fees for Open Shows are applicable.

Show management reserves the right to cancel or combine classes, junior and senior classes, or youth classes may be combined. If the classes are combined, points will be distributed to the appropriate class category according to appropriate class (i.e. junior/senior or youth 13 & under/14 to 18). At open shows, other classes can be added, if sufficient interest is indicated (3 or more entries).

Appropriate dress and equipment is required in all classes. See the APHA rule book for proper western or English attire.

Entries must be made at least one class prior to the class you are showing in. If you fail to notify the show secretary of withdrawal from a class at least two (2) classes prior to the class you are withdrawing from the fees must still be paid.

No person can pay or offer to pay another exhibitor’s entry fee for the purpose of enlarging a class. You will be suspended for this, as well as for un sportsmanlike conduct.

Horses shown in two and three year old western pleasure and Hunter Under Saddle, cannot cross enter to junior western pleasure and junior hunter under saddle. These horses must be shown in a snaffle bit or hackamore. Split reins must be crossed when riding with two hands. Horses may also be shown one handed and reins cannot be crossed when showing one handed.

Junior horses are 5 years old and younger, and are to be shown with a bit, snaffle or hackamore. When showing a junior horse, you can ride two handed only when using a snaffle bit or hackamore. Split reins must be crossed when riding with two hands. Horses may also be shown one handed and reins cannot be crossed when showing one handed.

Senior horses are 6 years old or older and must be shown with a shank bit and curb strap or chain. Chains must be at least ½” in width and lie flat against the jaw of the horse.

Yearling Longe Line classes will be run as per the rules in the current APHA rule book.

Yearling In-Hand Trail will be run as per the rules in the current APHA rule book.

E.I.P.H.C. Walk Trot classes: Ages eleven and under (instead of 5 to 9.)

Beginners Walk Trot Class is age 12 and Over .The minimum age of a youth exhibitor will be five years of age with the exception of lead line.

When calculating year end awards we will drop one (1) judge, your lowest score in each class.


Any and all complaints must be in writing, accompanied by a $25.00 check and presented to the President of EIPHC (Alan Watkins) within 5 business days after the show. These will be reviewed by the Board of Directors at the next scheduled meeting, and acted upon accordingly. If the decision is in your favor, the $25.00 will be refunded.

JUDGES DECISIONS IN COMPETITION ARE FINAL
AND CANNOT BE PROTESTED
